- Licensed and currently registered by New York State as a Licensed Master Social Worker (LMSW).
- One year of permanent competitive or 55-b/55-c service in a title eligible for transfer under Section 70.1 of the Civil Service Law (for candidates within State Service).

OMH operates psychiatric centers across the state, and regulates, certifies, and oversees more than 4,500 programs that are operated by local governments and nonprofit agencies.
